Child Support Penalty Fairness Act - Amends title IV part D (Child Support and Establishment of Paternity) of the Social Security Act to prohibit the Secretary of Health and Human Services from disapproving a State plan for child and spousal support for noncompliance with Federal requirements for State disbursement unit operations while the State is receiving a grant-reduction penalty for noncompliance with Federal requirements for an automated data processing and information retrieval system.
