To amend the Omnibus Crime Control and Safe Streets Act of 1968 to reduce funding if States do not enact legislation that requires the death penalty in certain cases.
Correctional Officer Protection Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide for a 25 percent reduction in drug control and system improvement grants to any State that does not have in effect a law which subjects to specified Federal penalties prescribed for murder and manslaughter (including the death penalty if the killing is a first degree murder) anyone who, while incarcerated, kills a State or local correctional officer: (1) while such officer is engaged in carrying out official duties; (2) because of the nature of such officer's duties; or (3) because of such individual's being such an officer.
