To provide grants to local educational agencies to enable the agencies to recruit and retain qualified school administrators.
Requires applicant LEAs to demonstrate a need to recruit and retain such administrators. Requires each grant award to be of sufficient size to enable a grantee to develop incentive programs to recruit and retain such administrators.
Allows LEAs to use such grant funds to develop incentive programs to recruit and retain such administrators, including: (1) salary increases; (2) assistance to pay graduate school tuition and training expenses; (3) reimbursement for relocation expenses; and (4) professional development activities that enable school administrators to be effective school leaders preparing students to meet challenging State content and student performance standards.
Authorizes appropriations.
