Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC) to: (1) examine the record of all pending contested broadcast license proceedings in which an applicant with current claims has previously made a claim of unconstitutional discrimination by the FCC against such applicant, and in which either the U.S. District Court of the District of Columbia or the U.S. Supreme Court has ruled favorably thereon or in which an applicant failed to obtain relief due to an erroneous legal standard application; and (2) award either the contested license or a settlement to such applicant.
