Kosovar-American Enterprise Fund Act of 1999 - Amends the Foreign Assistance Act of 1961 to authorize the President to designate one private, nonprofit organization as the Kosovar-American Enterprise Fund. Sets forth the purposes of the Fund, including promotion of small-and medium- sized business development in Kosova through loans, microcredit lending, grants, equity investments, insurance, and loan guarantees. Authorizes appropriations.
