Veterans' Emergency Telephone Service Act of 1999 - Authorizes the Secretary of Veterans Affairs to award a grant to a private, nonprofit entity for the operation of a national, toll-free telephone hotline providing information and assistance to veterans and their families, including crisis intervention counseling, general veterans' benefits information, emergency shelter and food, substance abuse rehabilitation, employment training and related opportunities, and small business assistance programs. Limits such grant to a two-year period, subject to annual approval by the Secretary.
Authorizes appropriations for FY 2000 and 2001.
