To reestablish the Office of Noise Abatement and Control in the Environmental Protection Agency, and for other purposes.
Requires the Administrator, using funds made available to the Office, to carry out a study of airport noise, examining the Federal Aviation Administration's selection of noise measurement methodologies, health impact thresholds, and abatement program effectiveness.
Amends the Noise Control Act of 1972 to include the establishment of training programs on the use of noise abatement equipment and the implementation of noise abatement plans in the list of purposes for which grants under the Quiet Communities Program are provided.
Authorizes appropriations.
