Summary

Medicare Home Health Improvement Act of 1999 - Amends title XVIII (Medicare) of the Social Security Act and the Balanced Budget Act of 1997 (BBA '97) to eliminate the 15 percent automatic reduction in payment amounts to home health agencies furnishing home health services under the Medicare program.

Allows home health agencies to elect to repay certain overpayments made by the Secretary of Health and Human Services over a 36-month no-interest grace period. Makes such an election effective as if included in BBA '97.
