To preserve Federal land by requiring a moratorium on new mining activities on such land.

Prohibits Federal agencies from issuing or renewing any new permits or licenses, entering into any new leases, renewing any leases, or otherwise issuing any new authorizations for any mineral activities to be conducted on Federal lands, except: (1) pursuant to a permit, license, lease, or other authorization for a specific activity which was issued prior to this Act's enactment date (such permits, licenses, leases, and authorizations may not be renewed); and (2) for national security purposes.
