Prohibits the President from regulating or prohibiting: (1) travel to or from Cuba by U.S. citizens, including specified transactions ordinarily incident to such travel; or (2) financial or other transactions, or travel, including educational, cultural, and scientific activities and exchanges incident to such travel. Declares that nothing in this Act shall authorize the importation into the United States of any goods for personal consumption acquired in Cuba.
