Amends the Harmonized Tariff Schedule of the United States to suspend, through December 31, 2002, the duty on N-butyl-N-ethyl-2,6- dinitro-4-(trifloromethyl) benezenamine; N butyl-N-ethyl-alpha, alpha- trifloro-2-6-dinitro-p-toluidine (benefluralin).
