Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education and State education agencies to give priority, in awarding grants or subgrants under the charter school grant program, to eligible applicants planning or implementing charter schools in jurisdictions of local educational agencies (LEAs) based on evidence that: (1) the school will provide a racially integrated educational experience; and (2) the LEA is undertaking outreach to students from diverse backgrounds.
