Cuban Drug-Trafficking Act of 1999

Cuban Drug-Trafficking Act of 1999 - Declares, for purposes of the withholding of bilateral assistance and opposition to multilateral development assistance pursuant to the Foreign Assistance Act of 1961, that Cuba is a major drug-transit country that has failed to cooperate with the United States in its anti-narcotic efforts. Declares that such determination shall not be effective if the President determines, and reports to the appropriate congressional committees, that, based on conclusive evidence, no substantial portion of the 7.2 metric tons of cocaine seized in December 3, 1998, in Cartagena, Colombia, was destined for the United States either directly or indirectly through Cuba.
