COPS in Schools Act of 1999 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to direct the Attorney General to waive the requirement under the community policing program of a local, non-Federal matching contribution to the costs of a program, project, or activity that hires law enforcement officers for placement in public schools.
