To amend the Federal Power Act to improve the hydroelectric licensing process by granting the Federal Energy Regulatory Commission statutory authority to better coordinate participation by other agencies and entities, and for other purposes.
Prescribes implementation guidelines, including scientific and administrative review, and coordinated environmental review by the Federal Energy Regulatory Commission (FERC) as the designated lead agency.
Directs FERC to submit a feasibility study to certain congressional committees congressional committees regarding the establishment of a special licensing procedure for small hydroelectric projects (projects with a generating capacity of five megawatts or less).
