Amends the Agricultural Adjustment Act, as reenacted with amendments by the Agricultural Marketing Agreement Act of 1937, to terminate milk marketing order authority.
Directs the Secretary of Agriculture to establish a program to verify the receipts of all cow's milk marketed in the 48 contiguous States, which shall include: (1) specified market services; (2) reporting requirements; (3) handler assessments; (4) producer marketing agreement authority; and (5) a prohibition on marketing limitations.
