Youngstown Community Center Development Act of 1999 - Amends the Housing and Community Development Act of 1974 to: (1) increase the community development block grant set aside for special purpose grants; and (2) obligate FY 2000 funds for grants to Youngstown, Ohio, for construction of a community center and renovation of the (South Field House) Sports Complex.
