Expresses the sense of Congress that no major change to the governance structure of the Civil Air Patrol should be mandated until a review of potential improvements in the management and oversight of its operations is conducted.
Directs the Comptroller General to conduct such review and report the results to Congress.
Directs the Inspector General of the Department of Defense to conduct and report to Congress on a review, including an audit, of the financial and management operations of the Patrol.
