To prohibit reconstruction assistance (other than humanitarian assistance) for the Federal Republic of Yugoslavia (other than Kosovo) until Slobodan Milosevic and the four other officials of the Government of the Federal Republic of Yugoslavia named in the indictment of the International Criminal Tribunal for the former Yugoslavia have been arrested and placed in custody of the Tribunal.
