To amend the Internal Revenue Code of 1986 to allow individuals a refundable credit against income tax for the purchase of private health insurance through a pooling arrangement.
Title II: Making Health Insurance Coverage Available - Declares that, as a condition for entering into a contract for the offering of a health benefits plan under the Federal Employees Health Benefit Plan, if the carrier offering the plan is a health insurance issuer, the carrier offering the plan: (1) shall make available qualified health insurance under this title to qualified individuals; (2) shall provide for an annual open enrollment period during which such individuals may enroll in such insurance; and (3) shall permit enrollment at other times and may impose (with respect to enrollment at such times) a waiting period of not longer than 60 days.
Directs the Secretary of Health and Human Services to establish an Office of Health Insurance.
