Amends the Woodrow Wilson Memorial Bridge Authority Act of 1995 to direct the Secretary of Transportation to approve, and authorize the Secretary, the Woodrow Wilson Memorial Bridge Authority, and any Capitol Region jurisdiction to proceed with, the engineering, design, right-of-way acquisition, and construction related to the project to upgrade the Woodrow Wilson Memorial Bridge.
