To amend title 18, United States Code, to transport maximum security prisoners across State lines to prisons that are not classified to handle maximum security prisoners.
Prisoner Transfer Act of 1999 - Amends the Federal criminal code to prohibit knowingly transporting an individual who is a maximum security prisoner across a State line other than to a prison or other facility classified as a maximum security prison or facility.
