To authorize the Consumer Product Safety Commission to regulate gun safety, to ban the transfer of a firearm to, or the possession of a firearm by, a person who has been convicted of a violent misdemeanor, and to ban the importation or manufacture of handguns which do not have certain safety features, and to ban the transfer of a firearm to, or the possession of a firearm by, a person who has been twice convicted of drunk driving.

Amends the Consumer Product Safety Act to repeal provisions that excluded firearms, shells, and cartridges from the definition of "consumer product."

Amends the Federal criminal code to make it unlawful for any person: (1) to sell or otherwise dispose of any firearm or ammunition to a person who has been convicted of an offense involving the use (or the attempted or threatened use) of physical force against the person or property of another; or (2) who has been convicted of such an offense to ship or transport in, or receive through, interstate or foreign commerce, or possess in or affecting commerce, any firearm or ammunition.

Makes it unlawful for any person to import or manufacture a handgun unless the weapon: (1) cannot be fired with the average hand and finger strength of a four year old child; (2) cannot be fired without an ammunition magazine or clip attached; (3) has a locking feature that cannot be removed without making the weapon inoperable; or (4) has a mechanism that visibly and noticeably indicates whether ammunition is present in the weapon. Mandates, for knowing violations: (1) fines or imprisonment (or both); and (2) revocation of a license to import, manufacture, or deal in firearms or import or manufacture ammunition.
