To amend the Motor Vehicle Information and Cost Savings Act to require that the fuel economy labels for new automobiles also contain air pollution information that consumers can use to help communities achieve Federal air quality standards.
Directs the Administrator of the Environmental Protection Agency to calculate, provide to the manufacturer, and publish for each model of automobile and for each model year an air pollutant emissions index number representing the composite level of emissions for such automobile.
Provides a waiver to States with respect to Federal pollutant emission disclosure requirements.
