Empowering Our Educators Act - Title I: Alternative Certification and Licensure of Teachers - Establishes a program to assist States to develop and implement programs for alternative routes to teacher certification or licensure requirements, in order to increase the supply of well-qualified elementary school and secondary school teachers.
Sets forth requirements for allotments to States, reallotments, State applications, and uses of funds.
Authorizes appropriations.
Title II: Teacher Training Facilities - Directs the Secretary of Education to award competitive grants to local educational agencies (LEAs) to establish teacher training facilities for elementary and secondary school teachers.
Requires an LEA, as a grant condition, to enter into a partnership contract with a nongovernmental organization to establish such a teacher training facility.
Authorizes appropriations.
Title III: Mentoring Programs for Novice Teachers - Establishes a program of grants to State educational agencies and LEAs for mentoring programs for novice teachers.
Sets forth requirements for applications, uses of funds, and reports.
