To provide fairness in voter participation.
Constitutional Protection of the Right to Vote Act - Guarantees the right to vote of a citizen convicted of a criminal offense unless such citizen is, at voting time, serving a felony sentence in a correctional institution or facility or is otherwise under the supervision of, or in the custody of, a governmental authority pursuant to that conviction.
Requires each such confinement entity to establish and execute a system to notify persons released of their right to vote protected by this Act.
