To require the Secretary of Education to correct poverty data to account for cost of living differences.
Education Grant Formula Adjustment Act of 1999 - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education, in using poverty data produced by or for the Secretary of Commerce for subnational, State, or substate areas, to adjust such data to account for differences in area costs of living.
