To provide that a national missile defense system shall not be subject to an otherwise applicable statutory requirement that a major defense acquisition program not proceed beyond low-rate initial production before completion of initial operational test and evaluation and that an environmental impact statement prepared for the construction of any element of such a system shall not be subject to judicial review.
National Missile Defense Expediency Act of 1999 - Waives the required completion of initial operational test and evaluation of a major defense system before initial procurement with respect to procurement for a national missile defense system (system).
States that any environmental impact statement prepared under the National Environmental Policy Act of 1969 for construction of any element of a system shall not be subject to judicial review.
