Academic Excellence in Environmental Sciences Act of 1999 - Amends the Elementary and Secondary Education Act of 1965 to include programs to encourage academic rigor in scientific education in elementary schools through the environmental sciences, including the use of hands-on recycling, among local innovative education programs which may receive title VI assistance.
