Ronald Reagan Washington National Airport Freedom of Travel Act of 1999

Ronald Reagan Washington National Airport Freedom of Travel Act of 1999 - Amends Federal transportation law to require the Secretary of Transportation to grant 30 additional slot (arrival and departure space) exemptions at Ronald Reagan Washington National Airport in order to enable air carriers to provide daily nonstop air transportation using noise-compliant aircraft between it and an airport that is more than 1,250 miles away if the Secretary finds that the exemptions will: (1) result in air transportation service with domestic network benefits in areas that are more than 1,250 miles from Ronald Reagan Washington National Airport; and (2) increase domestic travel options for communities that are more than 1,250 miles from such airport. Provides exemption limitations, including a limitation of no more than two exemptions per hour between 7: 00 a.m. and 9: 59 p.m. for slots at Ronald Reagan Washington National Airport. Requires exemption decisions to be made by the Secretary within 120 days of application.
