Amends Federal pipeline safety law to authorize appropriations for FY 2001 and 2002 for: (1) gas and hazardous liquid pipeline safety programs; and (2) State grants to carry out such programs.
Requires the Office of Pipeline Safety to: (1) submit a formal response to each recommendation it receives from the National Transportation Safety Board regarding pipeline safety indicating whether it intends to completely adopt, adopt a part of, or refuse to adopt such recommendations; and (2) include a timetable for completing such actions or, as appropriate, a statement of reasons for refusal. Authorizes appropriations.
Authorizes appropriations for FY 2000 and 2001 to support damage prevention activities, including public education and awareness, arising out of a required Department of Transportation best practices study.
