To extend the supplemental security income benefits program to Guam and the United States Virgin Islands.

Amends part A (General Provisions) of title XI of the Social Security Act (SSA) to: (1) end the exemption of Guam and the Virgin Islands from repealed programs for the aged, blind and disabled; and (2) make them eligible for the Supplemental Security Income program for the Aged, Blind, and Disabled under SSA title XVI.
