To amend title 18, United States Code, to regulate the transfer of firearms over the Internet, and for other purposes.
Internet Gun Trafficking Act of 1999 - Amends the Federal criminal code to make it unlawful for any person to operate an Internet website if the website's purpose is to offer firearms for sale or exchange, or to facilitate such sales or exchanges, unless the person: (1) is licensed with the Secretary of the Treasury as a firearm manufacturer, importer, or dealer; (2) notifies the Secretary of the Internet address of the website and any other required information; and (3) meets specific requirements with respect to firearms posted for sale or exchange that are not from such person's business inventory or personal collection and are to be transferred.
Makes it unlawful for any person who is not a licensed firearm manufacturer, importer, or dealer to transfer a firearm pursuant to a listing of the firearm for sale or exchange on an Internet website to any person other than the website operator. Prescribes criminal penalties for willful violations of such prohibition.
