Prompt Compensation Act of 1999 - Amends the Declaration of Taking Act to require (current law authorizes): (1) the petitioner in a proceeding in a U.S. court outside of the District of Columbia instituted for the acquisition of land for the United States for public use, to file within 90 days after filing the petition (currently, at any time before judgment) a declaration that such lands are thereby taken; (2) the petitioner, upon the filing of such declaration, to deposit with the court the amount estimated by the acquiring authority to be just compensation for the land taken as stated in such declaration; and (3) the court, upon application of the parties in interest, to order that such compensation be awarded.
