Proposing an amendment to the Constitution of the United States to provide for 4-year terms for Representatives and to provide that no person may serve as a Representative for more than 12 years.

Constitutional Amendment - Increases the term of office of a Member of the House of Representatives to four years. Prohibits a person from serving more than 12 years as a Representative.

Excludes time served by virtue of an election or appointment to fill a vacancy from being included in determining the number of years a person has served as a Representative.
