Disapproves the rule submitted by the Environmental Protection Agency and published in the Federal Register on July 13, 2000, relating to proposed revisions to the national pollutant discharge elimination system program and Federal antidegradation policy and proposed revisions to the water quality planning and management regulations concerning total maximum daily load. Declares that such rule shall have no effect.
