Permits the National Fraternal Order of Police and its auxiliary to sponsor a free, public event, the 17th annual National Peace Officers' Memorial Service, on the Capitol grounds on May 15, 1999.
Requires the Capitol Police Board to provide for enforcement of the restrictions contained in Federal law provisions concerning sales, displays, and solicitations on the Capitol grounds, as well as other restrictions applicable to the Capitol grounds, with respect to such event.
