Recognizing the founding of the Alliance for Reform and Democracy in Asia, and for other purposes.

Recognizes and commends the members of the Alliance for Reform and Democracy in Asia (ARDA) for joining forces in their common struggle for freedom and the rule of law.

Calls for: (1) Asian governments to heed ARDA's calls for political and legal reforms and to engage ARDA members in dialog; and (2) an immediate end to human rights violations committed against Asian democracy activists.
