Declares that no funds should be provided for: (1) assisting the Government of the Russian Federation to prepare for or adjoin or accede to the World Trade Organization; or (2) Overseas Private Investment Corporation programs for activities within Russia.
Urges the President to oppose further loans to the Russian Government by any international funding institution of which the United States is a member.
