Declares that Congress supports establishment of: (1) a commission to examine the institution of slavery and subsequent racial and economic discrimination against African- Americans, including the impact of that discrimination on living African-Americans, issue a standardized historical public school curriculum on slavery, and explore the possibility of establishing a scholarship and research fund; and (2) a national museum and memorial regarding slavery and other significant African-American history.
