Authorizes the Architect of the Capitol (AOC) to permit temporary construction and other work on the Capitol Grounds that may be necessary for the demolition of the existing building of the Carpenters and Joiners of America and the construction of a new building of such organization on Constitution Avenue, N.W., between 2nd Street, N.W., and Louisiana Avenue, N.W., in a manner consistent with the terms of this resolution, beginning August 6, 1999, and ending October 31, 2001, or for a longer period if the AOC determines it necessary.
