Expressing the sense of the Congress that the Congress should have the power to prohibit the desecration of the flag of the United States.

Expresses the sense of the Congress that: (1) the reasoning of the opinion of the U.S. Supreme Court leading to the decision in Texas v. Johnson was flawed; (2) as a symbol of our nation, the flag of the United States is unique and deserves to be treated with respect of the highest order; and (3) Congress should have the power to prohibit the desecration of the flag.
