Provides that effective January 3, 1997, the Joint Committee on Inaugural Ceremonies, created by S. Con. Res. 47 of the 104th Congress, and the provisions of S. Con. Res. 48, to authorize the rotunda of the Capitol to be used in connection with inaugural proceedings and ceremonies, are continued with the same power and authority.
