Great Lakes Fish and Wildlife Restoration Act of 1998

Great Lakes Fish and Wildlife Restoration Act of 1998 - Amends the Great Lakes Fish and Wildlife Restoration Act of 1990 to include: (1) among the Act's purposes developing and implementing proposals for the restoration of fish and wildlife resources in the Great Lakes Basin; and (2) microorganisms within the definition of "nonindigenous species."

Requires the Director of the United States Fish and Wildlife Service to: (1) encourage the development and implementation of proposals based on a specified Great Lakes fishery resources restoration study; and (2) annually request that State Directors and Indian Tribes submit fish and wildlife resources restoration proposals based on the study.

Requires the Great Lakes Fishery Commission to retain authority and responsibility for the formulation and implementation of a comprehensive program for eradicating or minimizing sea lamprey populations in the Basin.

Establishes the Great Lakes Fish and Wildlife Restoration Proposal Review Committee. Requires the Director to select proposals to be implemented and, within available appropriations, fund their implementation. Sets forth cost-sharing requirements.

Authorizes appropriations.
