A bill to amend the National Narcotics Leadership Act of 1988 to establish a program to support and encourage local communities that first demonstrate a comprehensive, long-term commitment to reduce substance abuse among youth, and for other purposes.
Drug-Free Communities Act of 1997 - Amends the National Narcotics Leadership Act of 1988 to authorize appropriations to carry out this Act.
Establishes a program to support communities in the development and implementation of comprehensive, long-term plans and programs to prevent and treat substance abuse among youth. Authorizes contracts or agreements with national drug control agencies. Requires, in order to receive a grant, that a coalition consist of one or more representatives of each of youth, parents, businesses, the media, schools, organizations serving youth, law enforcement, religious organizations, and other specified types of entities. Authorizes: (1) technical assistance and training; and (2) contracts and cooperative agreements with grant recipients or other organizations.
Establishes the Advisory Commission on Drug-Free Communities, to be appointed by the President. Terminates the Commission on a specified date.
