Woodrow Wilson Memorial Bridge Full Funding Act - Amends the Woodrow Wilson Memorial Bridge Authority Act of 1995 to include construction of an interchange as an authorized project.
Amends Federal highway law to authorize appropriations from the Highway Trust Fund for FY 1998 through 2004 for construction of such bridge.
