Prohibits the Secretary of Housing and Urban Development from establishing a national housing occupancy standard for five years.
Provides that during such period: (1) a State-established standard shall be presumed reasonable for purposes of determining familial status discrimination and the Secretary shall not decertify a State or local public agency based upon such standard or its operation; and (2) in the absence of a State standard a two-person per bedroom standard shall be deemed reasonable.
