A bill to clarify and enhance the authorities of the Chief Information Officer of the Department of Agriculture.
USDA Information Technology Reform and Year-2000 Compliance Act of 1998 - States that the Congress finds that the Chief Information Officer of the Department of Agriculture has not been provided the funding and authority necessary to adequately manage the Department's year-2000 compliance.
(Sec. 5) Establishes within the Department the position of Chief Information Officer who shall: (1) manage the design and implementation of the Department's information technology architecture; (2) evaluate proposed information technology investments; (3) ensure compliance with specified electronic payment requirements; and (4) approve information-related funding obligations and transfers.
(Sec. 8) Directs the Secretary of Agriculture to transfer to the account of the Chief Information Officer funds to be used for office or agency information technology or resource management.
(Sec. 9) Requires each agency or office head to establish a position of Agency Chief Information Officer.
(Sec. 10) Requires the Comptroller General to annually report to the Agriculture Committees through May 15, 2003, regarding Department agency and office compliance with this Act.
(Sec. 11) Exempts the Office of Inspector General of the Department from the requirements of this Act.
