Postal Employees Safety Enhancement Act - Amends the Occupational Safety and Health Act of 1970 (OSHA) to apply it to the United States Postal Service (USPS) as an employer.
Amends Federal law to prohibit USPS from: (1) considering compliance with OSHA in determining whether to close or consolidate a post office; or (2) restricting, eliminating, or adversely affecting any service it provides as a result of paying a penalty imposed under OSHA.
Prohibits the Postal Rate Commission from considering compliance with OSHA in determining whether to increase rates. Provides that OSHA compliance shall not otherwise affect the service of the USPS.
