A bill to authorize the establishment of a disaster mitigation pilot program in the Small Business Administration.

Amends the Small Business Act to authorize the Administrator of the Small Business Administration, during FY 1999 through 2003, to establish a pre-disaster mitigation pilot program for making loans to enable small businesses to install mitigation devices or take preventive measures to protect against disasters, in support of a formal mitigation program established by the Federal Emergency Management Agency, except that no such loan shall be extended to a small business unless it is otherwise unable to obtain credit for such purposes.

Authorizes appropriations.
